The Salaam Matrix is defined as an integral model of Guardianship and Governance, rooted in in the Islamic codex. The Guardian and the Governor are the duo that run this Matrix, whereas the focus of the Governance facet is on boundaries, structures, policy, definitions, maintenance, accountability and justice.

The Governor tends to focus on the outer and ‘hardware’ aspects of the system, the policies, the rules, the outcome, the delivery and the form. It is concerned with (benevolent) and organic control.

Its complimentary aspect, the Guardian, is concerned with the inner, ‘software’ aspects of the system — the mindset, the programs, the maintenance, the diversity, the neurology and neuropathy, the process, the need and the nuance.
